We are seeking an experienced Federal Position Management Specialist to support the Executive Office for United States Attorneys (EOUSA) and United States Attorney’s Offices (USAOs) with federal position classification and position management services. In this role, you will help develop and evaluate position descriptions for General Schedule (GS) and Administratively Determined (AD) positions using Office of Personnel Management (OPM) classification standards, principles, and methodology.

RESPONSIBILITIESReview information provided by management to prepare federal position descriptions
Prepare position descriptions based on current position descriptions, organization charts, mission statements, and function statements
Supplement position information through desk audits and supervisory interviews as needed
Develop complete position description packages, including Optional Form 8 (OF-8)
Prepare evaluation statements to document classification findings
Evaluate existing position descriptions using OPM classification standards, principles, and methodology
Determine appropriate titles, occupational series, and grades for federal positions
Prepare Fair Labor Standards Act (FLSA) determinations for assigned positions
Provide technical classification assistance to supervisors and managers
Advise managers on position management and job content options to support mission needs
Review supervisory, nonsupervisory, professional, leader, administrative, clerical, and assistant positions
Evaluate positions with no directly applicable classification standard using appropriate comparison and analysis
Apply cross-series comparisons and related occupational standards when needed
Resolve classification issues of moderate to average technical difficulty
Support classification work for General Schedule and Administratively Determined positions
Refer GS-13 and above position descriptions to EOUSA for review before staffing and recruitment work begins
Maintain classification documentation in accordance with federal records requirements
Handle position, personnel, and organizational information with discretion
Perform work in accordance with DOJ, EOUSA, OPM, and federal classification requirements
Support timely, accurate, and compliant completion of classification and position management actions
REQUIRED KNOWLEDGE, SKILLS, & ABILITIESStrong knowledge of federal position classification and position management principles
Knowledge of OPM classification standards, principles, and methodology
Knowledge of federal position description development and evaluation requirements
Ability to determine appropriate title, occupational series, and grade for federal positions
Ability to prepare OF-8s, evaluation statements, and FLSA determinations
Ability to conduct or support desk audits and supervisory interviews
Ability to analyze position duties, organizational structures, and mission requirements
Ability to evaluate positions using directly applicable standards or related occupational standards
Ability to provide technical classification guidance to supervisors and managers
Strong attention to detail and organization skills
Ability to maintain complete and compliant classification documentation
Ability to communicate professionally with supervisors, managers, and HR staff
Ability to manage multiple classification actions, deadlines, and priorities
Proficiency with Microsoft Office and federal HR documentation tools
REQUIRED EXPERIENCEMinimum of five (5) years of Federal Government experience writing position descriptions and providing position management advisory services
Experience providing position management advisory services
Experience developing position descriptions, OF-8s, evaluation statements, and FLSA determinations
Experience applying OPM classification standards, principles, and methodology
Experience determining title, occupational series, and grade for federal positions
Experience advising managers on position management and job content options
Experience evaluating administrative, clerical, assistant, professional, leader, supervisory, or nonsupervisory positions
EDUCATIONHigh school diploma or equivalent required
Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field preferred

Must be able to obtain and maintain a Tier 4 Public Trust background investigation
