Andrew Morgan LLC is a fast-growing Service-Disabled Veteran-Owned Small Business (SDVOSB) and HUBZone SB seeking a qualified Operations Research Systems Analyst to support their DoD Federal Client. The role involves providing subject matter expertise in operations research and data analysis methodologies to inform decision-making and support the development of cost estimates.
Responsibilities
- Design and apply operations research (OR) methodologies (e.g., AoA, BCA, Monte Carlo simulation, regression) to support cost estimates, affordability analyses, and trade-space studies for acquisition programs
- Conduct market and technology research to inform acquisition planning, assess vendor capabilities, support data-driven investment recommendations
- Evaluate the impact of proposed policies, programs, and projects through quantitative and qualitative analysis
- Analyze historical and current cost, schedule, and performance data to refine forecasting and scenario modeling
- Translate complex technical and analytical findings into executive-level briefings, reports, and presentations for both technical and non-technical audiences
- Collaborate with finance, contracting, program, IT, and technical teams to validate assumptions, enhance data consistency across systems, and ensure alignment with FP&A goals
- Work with data analysts to develop detailed reports and visualizations that communicate key insights and support leadership decision-making
- Extract and synthesize information from federal databases, available industry databases, and open-source repositories to inform models and recommendations
- Ensure compliance with DoD acquisition and cost-estimating policies (e.g., PPBE, 5000-series, JCIDS) throughout the acquisition lifecycle
- Lead or contribute to economic and resource allocation studies, including metric development, data collection, scenario evaluation, and presentation of results to senior leaders
- Identify and recommend improvements to financial reporting processes, planning systems, and operational efficiency
Skills
- Bachelor's degree in Operations Research, Applied Mathematics, Statistics, Engineering, Economics, Finance, or related field
- 3+ years' experience in operations research, cost analysis, data analysis, or financial modeling — preferably supporting DoD, government acquisition, or large-scale IT and health system programs
- Demonstrated ability to apply quantitative methods (e.g., optimization, simulation, statistical modeling) using tools such as Python, R, MATLAB, Excel, and Arena to analyze systems and support decision-making
- Proficiency in advanced Excel and SQL, with experience developing and interpreting models for affordability assessments, cost estimation, lifecycle cost analysis, forecasting, and trade-space evaluations
- Strong understanding of financial principles, including budgeting, forecasting, and cost-benefit analysis, and their application to strategic planning and acquisition decisions
- Knowledge of large-scale IT system architectures and associated lifecycle costs, with the ability to evaluate system-level tradeoffs in cost, schedule, and performance
- Experience with financial systems such as OneStream, SAP, or Workday, and visualization platforms like Power BI or Tableau to develop actionable reporting for decision-makers
- Strong communication skills with a proven ability to present analytical findings, data-driven recommendations, and financial scenarios to senior leadership and cross-functional teams
- Experience working collaboratively across finance, procurement, technical, and IT teams to provide data quality, consistency, and integration across systems
- Skilled in navigating and extracting data from federal and industry databases (e.g., FPDS, SAM.gov, GAO, KLAS, Statistica), reports, or similar
- Demonstrated adaptability and problem-solving ability in a dynamic, mission-driven environment, with a track record of managing multiple priorities and shifting scopes
- Strong interpersonal skills and a consultative approach when engaging with stakeholders and clients
- Master's degree in Operations Research, Industrial Engineering, Applied Mathematics, Economics, Data Science, or a related discipline
- Experience with electronic health records (EHRs), health IT systems, or relevant standards
- Familiarity with DoD acquisition, contracting, and budgeting processes, including the Planning, Programming, Budgeting, and Execution (PPBE) process and DoD 5000-series
- Familiarity with cost estimation tools such as ACEIT, SEER, or PRICE
- Knowledge of agile acquisition, rapid prototyping, or adaptive planning environments
- Experience developing novel analytical approaches or research designs to solve complex cost or planning challenges
- Understanding of health IT acquisition trends, vendor capabilities, and data interoperability requirements
