Duties

Duties And Responsibilities
• Assists unit chief with unit in overseeing all TPSU programs and functions; primarily focused on managing the Task Management Program. Oversees all aspects of IHSC’s task management functions, program operations and services.
• Directly supervises and directs the TMP program manager and task managers. Manages workload by assigning tasks and projects to task manager teams and individual staff. This includes, but is not limited to:
• Managing all aspects of TMP operations.
• Organizing and assigning workload to effectively respond to a high task volume.
• Overseeing workload to ensure high-quality and timely completion; provide guidance to align with leadership’s vision, position, and/or intent.
• Training, developing, coaching, and assisting staff as needed.
• Maintains situational awareness of all tasks, deadlines, and responses, to assist clearing officials and ensure quality responses.
• Ensures IHSC replies are responsive, professional, and timely; reviews responses prior to clearance (quality control) to ensure compliance with IHSC writing and communication standards.
• Develops task management standards, standardizes approaches and expectations, and ensures uniform implementation across the TM team.
• Develops and maintains task management policies (directive, guides, standard operating procedures).
• Trains TMs on the multitude of tasks IHSC receives, and provides performance expectations on each. Supports TMs with technical assistance as needed.
• Represents TPSU and the Task Management Program with IHSC leadership, units, and staff.
• Represents IHSC to liaise and collaborate with external ERO, ICE, and DHS stakeholders, related to tasks and task management.
• Participates in regular meetings with management to address administrative issues, resolve problems, and provide recommendations for correcting or improving program functions.

• Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve an 18 to 24-month commitment to IHSC.
• Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.

Qualifications

PHYSICAL DEMANDS:
• Sitting and/or standing for extended periods of time [6-8 Hours].
• Performing repeated bending motion.
• Average manual dexterity for computer operation.
• Phone use for extended periods of time.

Education

Required Knowledge, Skills, And Abilities
• A master’s degree or higher from an accredited institution plus a minimum of five years of professional experience relevant to the officer’s category. Of the total professional experience, officer must possess at least two years of experience related to management, administration, and evaluation of public health programs.
• Extensive program management and supervisory experience. Ability to effectively manage complex, multi-faceted programs and effectively lead a multi-disciplinary team.
• Ability to professionally interact effectively, and collaborate, with other IHSC, ERO, ICE, and DHS offices, as well as all levels of management.
• Maintain a high degree of independence, initiative, and follow-through on a wide range of sensitive, complex, and program issues. Ability to assess, plan, organize, and complete multiple tasks and responsibilities simultaneously.
• Ability to communicate effectively in both written and oral formats to perform the functions and duties listed above. Must possess the ability to edit and format in accordance with agency writing style guide and federal plain language requirements.
• Requires a broad and extensive knowledge of the IHSC health care system, program principles, missions and functions and applicable correctional health care standards.
• Must obtain knowledge and demonstrate proficiency in task management procedures and policies (e.g., Privacy, FOIA).
• Must possess and demonstrate proficiency in common Microsoft Office Programs, specifically Microsoft Word, Excel, Outlook, and SharePoint.
• Flexibility and ability to adapt to sudden changes in schedules and work-related requirements.
• Preferred for incumbent to possess or obtain knowledge in applicable detention health care standards (e.g., ICE National Detention Standards, applicable federal laws).
• If the incumbent holds a clinical license, it is the incumbent’s responsibility to fulfill the obligation(s) of their licensing or certifying body to remain current. IHSC may require this position to perform clinical activities within the scope of clinical license in times of critical needs within the agency.

Additional Information

The incumbent serves as a deputy unit chief for the Taskings and Program Support Unit, a component of IHSC Headquarters. The unit manages national IHSC programs affecting all IHSC staff in three primary areas: requests for information (tasks) from stakeholders external to IHSC; emergency preparedness and response; and IHSC support of Enforcement and Removal Operations (ERO), U.S. Immigration and Customs Enforcement (ICE), and Department of Homeland Security (DHS) programs. TPSU facilitates agencywide coordination to represent IHSC with external stakeholders. TPSU personnel actively collaborate with all internal IHSC components, operate within a high-volume and fast-paced environment, and complete work that is often complex, politically sensitive, and have national impact.

The incumbent supports the TPSU chief on overseeing the entire unit, with primary responsibility for managing and supervising all aspects of the IHSC Task Management Program (TMP). IHSC receives hundreds of requests for information per month from internal and external government agencies, including Congress, the President and his representatives, and a variety of external sources, non-governmental organizations, legal representatives, health care agencies, the media, and the public. The Task Management Program is IHSC’s conduit through which it submits official information and statements to the requestor and organizations external to IHSC. The task manager tracks, coordinates, manages, facilitates clearances, submits, and documents official responses to external IHSC tasks, ensuring quality communications throughout the process. A team of task managers (TMs) use the electronic IHSC Task Management System to assign, monitor, track, and complete all tasks, and maintains a record of all official responses.

IHSC has a multi-sector, multidisciplinary workforce of more than 1,650 employees, including PHS commissioned officers, federal civil servants, and contract staff. In Fiscal Year (FY) 2023, IHSC administered and managed a health care system that provided direct care to over 131,000 detainees housed at 19 IHSC staffed facilities across the nation. The health care provided included medical, dental, mental health care, as well as public health and disease prevention programs. IHSC also oversaw compliance with ICE detention standards related to health care for more than 191,850 detained noncitizens housed in 128 non-IHSC-staffed facilities, totaling more than 45,000 beds. IHSC also directly supports ICE field office directors on medical issues within their area of responsibility. IHSC oversees the financial authorization and payment for off-site specialty and emergency care services for detainees in ICE custody. IHSC also provides medical support during ICE enforcement operations in the air, on the ground, and at sea.

Supervisory Controls

The incumbent reports to the TPSU unit chief and coordinates closely with the IHSC chief of staff, IHSC senior leadership, unit chiefs, and program/facility/regional leaders.

The incumbent plans and organizes own work; directs/evaluates the work of those they supervise; analyzes results and recommends changes to program policies and guidelines; designs and implements innovations and modifications for process and program improvement.
